As other's have said, Target and Old Navy are always good bets. Carter's, the actual stores, not the line sold in the chains is also a great place for kids clothes.
Personally, I have no problem with the more designer stuff and my son (who is apparently an aspiring Hollister model) actually likes to pick out his own stuff. His latest favorite outfits are all coming from Aeropostale's new childrens store.
I see you're in Australia... I'm wondering if you have the same kinds of stores we do here in the states? I have boys (ages 10 and 14) and have never had a problem finding plain t-shirts. Gap, Target, even department stores like Sears and JC Penney often have sales of them - 2 for $20 or something like that. Sometimes even less than that. I really love Lands End and L.L. Bean for boys clothing as well as swimming clothes. I finally found some good rash guards (swimshirts) for my boys at Lands Ed, and they've got great water shoes and sandals for boys, too. Very affordable as well. Good luck with your search.
Being on a different continent, I'm not sure that you have the same stores as we do. Mail order through Land's End, Eddie Bauer, L.L.Bean are always a good bet for sturdy Ts, jeans, all kinds of clothing.
I usually call the 800 numbers and get free catalogues for all of them. They have seperate Kid's catalogues if you ask.
