Since I live in a city, maybe 16. But maybe not even then. Our neighborhood paper is currently reporting a possible child abduction, a sexual assault of a 16yo boy from a transient offender, and 6 recent counts of 1 or more random men masturbating by school playgrounds. Nope, different world now.
