Omaha is better than Council Bluffs in my opinion. The road system has a much better set up in Omaha, but Council Bluff's terrain in spots goofs up some areas. The interstates are set up better in Omaha and the ones in Council Bluffs need to be widened, upgraded, and updated. If I moved down to the area, I would choose western Omaha or one the outlying cities or towns to live in on the Nebraska side.

you have a better chance of your car getting broke into in the bluffs...you have a better chance of getting shot dead in omaha.

cb and iowa taxes are cheaper on everything other than whiskey and cigarettes. you can drink until 2am or gamble, if you so chose. it's far 'friendlier' than most of omaha (west of 72nd street anyway) without the higher crime rate.
