Suggestions for small family town on water? (Oak Island, Southport: low crime, moving)

Does anyone have a favorite small town on the ICW or a River or sound? We are relocating from Colorado and have two small children. Would like a friendly community with low crime. (Wouldn't we all The town we are moving from has a population of 250, so we like 'em small.

My favorite is Southport. It's on the ICW and the Cape Fear River. Population a little over 2300. Check here for more info: city-data.com/city/Southport-North-Carolina.html .
