From the way the question was worded, it could be just kids going over to retrieve their ball or something else of theirs that landed on his property. For me, it wouldn't be a problem. Now if it was over a fence, then asking permission would be in order. With no fence, it's more polite to ask first. The neighbors probably don't think it's a big deal to go over and get something of theirs.
