This historical reference is from what was WSYR(now WSTM, NBC) 3 in Syracuse and a former local show called News & Views Black Perspective from 1976 with the city’s first black school superintendent(the SCSD has had 4 in total in its history). They discuss school integration in the city schools. At the time, the black student enrollment in the SCSD was in the mid/high 20’s in percentage(it is around the low 50’s today). https://youtube.com/watch?v=GXQy-MT_Pt4&feature=share
Also, the interviewer played a part in helping attract black engineers to Carrier Corporation in the city, which still has R&D operations on its East Syracuse campus(manufacturing ended about 18-19 years ago). This may have also played a part as to why much of the city’s/area’s black middle class tends to be concentrated in the city’s outer East Side into parts of DeWitt for decades.
