My choice has to go with Newburgh Ny from experience. My mother grew up off of city terrace and moved throughout most of the city while she lived there.Its mostly a urban neighborhood, just take a trip down WillIam st. She drove me through the city and the struggle is definitely real out there, gangs(bloods) and drugs.

Some may question that it is considered to Upstate, but it does a rough reputation. With this said, what are some areas of the city where the Black population is concentrated or has historically lived?
