Here are residential(some may be skewed by the presence of certain facilities in some cities and aren't included) census tracts of smaller cities with the highest Black percentage: Census Tract 022500 in Oneida County, New York

Census Tract 061200 in Jefferson County, New York

Census Tract 041800 in Cayuga County, New York

Census Tract 030300 in Chautauqua County, New York

I'll add more later and census block groups within these and maybe even other residential areas of these cities may have higher percentages than these census tracts.
