PM Press has acquired a 17,000 square foot building at 21 Emma St. to house its primary distribution center. Book orders will be fulfilled out of the Binghamton location after the company outgrew its Oakland warehouse driven by strong sales.

The new shipping and receiving center is expected to process over $1 million in book orders annually, according to the Broome County IDA. The Agency recently approved $13,720 in sales and use tax exemptions for the project.

“We’re excited. The warehouse is ideal for what we want to do, but it also gives us a lot more potential to realize some of the plans and ideas that in Oakland, because of space constraints, would have remained a fantasy,” said PM Press founder Ramsey Kanaan. “The potential of what we can do at the Emma Street location is not boundless, but it’s certainly bountiful.”

Binghamton emerged as a natural fit as the company looked at potential warehouses across Upstate New York last year. Two PM Press employees, Andy Pragacz and Eriksen Goetz, are Broome County natives who now reside in the city, and Kanaan is planning a move to nearby Ithaca.”

If you're looking for cheap eats, Rolando's Diner in Binghamton is the perfect spot. The most expensive on the menu is the rib steak for $8.95, which still comes with potatoes, choice of hot vegetable, apple sauce, coleslaw or macaroni salad.

Nothing on the menu has a price over $10 and the diner serves breakfast and lunch during their 7 a.m. -2 p.m. operating hours. For breakfast, choose two eggs with ham, bacon, or sausage and a coffee for just $6.25. For lunch, the most expensive option on the menu is the open ribeye steak sandwich, which is $9.50.

If sandwiches are what you're in the mood for, grab a spiedie sub for just $8.50, an Upper Front Chicken Panini for $8.95 or the Boss with pulled pork, smoked brisket, bacon jam, fried onion straws, jalapenos and Mo Hotter Sauce for just $11.95.

Pete's Legacy Diner's goal is to prepare meals from scratch and avoid processed, prepackaged foods whenever possible. The Vestal diner serves breakfast, lunch and dinner and sells breakfast all day.

Three eggs with toast and home fried potatoes will run you only $5.95 and a custom breakfast sandwich is only $6.95. Pancakes, waffles, French toast and omelets are also under $9.

The lunch menu is similarly priced. A bacon cheeseburger is only $8.50, a chicken tender platter costs $8.95, a fried haddock platter is $9.95 and homemade baked meatloaf is $8.95.

From the article: "After decades of decline, the former IBM Country Club, once counted among Broome County’s premier destinations, inched closer last week to becoming a community asset once more.

The Broome County IDA on Tuesday approved a lease-leaseback agreement with a Rochester-area development team to facilitate financing for the demolition of the Country Club and construction of a new 75-unit apartment complex at the site at 4301 Watson Blvd. in the Town of Union.

Conifer Realty, in partnership with LeChase Construction, agreed to purchase the 9-10-acre parcel for $300,000 in January. The action by the IDA will allow the developers to hit a looming deadline to apply for low-income housing tax credits through the New York State Office of Homes and Community Renewal (HCR).

The project will create apartments for mixed-income families earning between 30-90% of area median income, around $52,200. Rents are expected to range between $700 and $1,000.

Stacey Duncan, executive director of the Agency, expects an “expeditious timeline” to learn if Conifer's HCR application is successful. The determination could be made as soon as mid to late summer, but the final plan might not be finalized until the end of 2023.

“They (HCR) speak very highly of Conifer Realty. They like the location of this project in a high-performing school district,” said Duncan.

The tax credits would offset some costs associated with the project, which is estimated to total approximately $40 million. The agreement with the Agency, the county's industrial development arm, includes tax exemptions of about $2.7 million.

The Agency’s cost-benefit analysis of the project found over $33.1 million in public benefit over the life of the 30-year PILOT agreement. A public hearing on the proposed benefits will be held at a future date.

The purchase contract agreement is expected to be finalized by the end of 2023. The agreement includes the potential for an extension into 2024, if necessary.

A clawback provision will also be included in the agreement. The provision will allow The Agency to reacquire the property if the project does not materialize in a “reasonable timeframe.” Board chairman John Bernardo said the provision was “absolutely critical” for the high-profile project, which has been a focus of the IDA for several years.

The Agency took a $5,000 option of first refusal on the site in 2019, hoping to redevelop the location through a public/private partnership. It issued an RFP in July 2021 and the Conifer-LeChase proposal was the lone response to focus directly on housing, which the county preferred."

Also: "The building will stand three stories and about 35 feet tall. The 75 units include 18 one-bedroom apartments, 38 two-bedrooms and 19 three-bedrooms. Some units will be set aside for residents with mobility, hearing, vision or other impairments.

The wood-framed structure will hold all 75 apartments as well as communal amenities such as a fitness center, a community room with a kitchenette, laundry facilities, an outdoor patio and a playground. Management and maintenance of the facility will create three to four jobs with a yearly payroll of $286,000. Construction is expected to create 130 temporary jobs at over $10.9 million."
