So -- what's the maximum commute time you're willing to do? That will help pinpoint how far away you can live.

$3k a month gross is a very low salary for Manhattan. That's only $36k a year. I know people making $50k a year doing ok, but they're sharing a room (not an apartment, a bedroom) with a roommate.

You're driving yourself nuts with this! It's obvious you've done absolutely NO research if 1. you think you can survive in Manhattan on 3k/mo and 2. that you would be able to afford a decent apartment in a decent part of Manhattan on that salary.

There is no way, no how you can comparea anything in Idaho to Manhattan (or even the other boros or LI)

I think you need to take a big step back, save a lot of money from what you're doing now and research the places you want to live ---- meaning: do not only online research, but VISIT the places in person to get a feel of the location and how it will effect your lifestyle. Also, look into the job market (even if you're self employed, you still have to be sure your particular business will be lucrative in your choice of location) Even in the boros, parking is a nightmare and you would probably rack up $100s in parking tickets the first couple of months because you won't understand the parking signs/rules.

PS: If you think it's easy owning a car in Manhattan, you're wrong. Parking is a nightmare and renting garage space would run you $300 or so per month.

If you want to hang on to your car (which you seem to want to) and live in a house rather than a studio, then, yes, I imagine LA would be better. Though it is still quite expensive.

I'm curious what you mean by a "European" sensibility.

Do you mean actual people who were born in Europe? Or do you mean a city with more history, greater density, good public transportation, or what?

Because you can find that in any number of US cities. Washington D.C., Chicago, San Francisco, Seattle, Boston, Providence, Philadelphia. Smaller cities like Burlington, Vermont; Boulder, Colorado; the Portlands. And any number of college towns.

With European I mean Los Angeles and New York are more open and not so conservative like Idaho.

It's just as difficult to live on $3,000/month in Los Angeles. The U.S. is a large country, and much of it is far less expensive than these two large cities. I'm sure you can find something more "European" than Boise that's still within your budget.
