Are you stating that that over 8 million people in NYC don't own cars??
Or are you asking - Who depends on public transportation OF THOSE who don't own cars?
In NYC very many drivers/car owners leave their cars at home and depend on public transportation to get back and forth to work during the week (buses and/or subways, Long Island Railroad, even Express Buses to Manhattan).
Especially those who work, for instance, in Manhattan or Downtown Brooklyn where legal parking is very limited and parking garages are expensive.
Another reason car owners depend on public transportation is that the trains may get them to work in less time that it would take driving - traveling the highways and parkways during rush hour traffic.
In addition, tolls and gas expenses, depending on the route, may be more expensive than public transportation.
Just thought I'd provide that overview to point out that a significant number of people who drive/own cars depend on public transportation in NYC.
If you're directing the question only to those who don't own cars...
