100%...I can proudly say I never went to one dinner dance at El Caribe or anywhere else for those morons. Everyone thinks they're John Gotti and I'm not even just talking about the Columbia guys. Speaking of SMART - I know when you get recruited onto the NYPD they document any previous work experience you may have, any work licenses, schooling, etc. into a database. This way if the NYPD needs an officer for a specific job they know who to reach out to. Example - a cop who was a carpenter before getting on the job, if the NYPD needs to fill a position in the buildings unit, that cop will get a call.
Does something similar exist within the DSNY? The reason SMART made me think of this is because I wonder if those in the SMART unit have previous electronics or IT experience?

doesn't matter. All who you know and if they open interviews, you can drop your experience and see if they care.
