E 127th street between 2nd and 3rd (insurance, bus)

I found a cycle dealer on E 127th street that carries a moped/scooter that does not require a license (but requires registration/insurance). it has a top speed of 30 mph

its on 127th between 2nd and 3rd.

Instead of spending $$ on a cab or bringing my car into that area i would like to take the 4 train to 125th and Lex and walk over to the dealer.

i realize this will not be a walk like on the upper E side but do you think i will be safe going there in the AM on a weekday? i ask because i remember a few years ago a man was thrown into a car windshield and died after a gang stopped him on 125th. this was a few years ago

or perhaps i can take the bus that goes to LaGuardia and get off at 125th and 3rd? would that be better?

i forgot, what was the route number of that bus?
