I think its pretty well known and accepted that the Rock And Roll Hall Of Fame is NOT just for artists who make/made rock music. They celebrate careers of artists in ALL categories and genres of music including non-artists like executives and producers. With that being said, here is the list of inductees into the hall for 2023:

I thought Rage and George Michael were the only shoe-ins, but Im really puzzled about Kate Bush and Sheryl Crow making it. Though Iron Maiden and Soundgarden would make for sure though. Oh well, maybe next year for them.

Im not understanding how they are a "joke". What exactly do you look for in someone who should be in the musical/music hall of fame?

It's not the "musical/music hall of fame", it's the Rock and Roll HOF and while many of the inductees may be great musicians/singers, you'd be hard pressed to make the case that they're Rock and Roll musicians/singers.
Apparently there are about 375 performing inductees.
Fwiw, never in my life heard of about 25-30. Does not absolutely mean they aren't "deserving" but maybe not.
Went thru the full list and by my taste & count only about 40% are what I call rock but I am not dwelling on that issue that heavily any more. The insiders did what they wanted for whatever philosophical, aesthetic, political and economic reasons. I disagree but it doesn't matter much.
Is there any real competing ROCK hall of fame? Haven't found yet. State level Halls. Does London have a Rock Hall of Fame? Will check.
Apparently there was a London Music Hall of Fame event in early 2000s but it sputtered out after just a few years. More than just rock but largely rock or pop.
Didn't see see the criteria for California Music Hall of Fame but it didn't look like that big deal and if not solely Rock, it doesn't interest me.
I dunno if anybody wants to, but this thread could be used to identify 100 or whatever number of most popular artists that are "rock", belong but are not yet in. Most people probably have at least 5-10.
I called 40% of thw inductees "rock" using my broadest definition of rock to include what I'd call pop-rock and pre or early rock. Classic and post classic rock's portions and "hard" rock's share of those portions would be quite a bit less.
