Except for the language difference, I think the 2nd could *almost* qualify as a cover of the 1st. Some of my friends also think it sounds similar to the YMCA song too.

his 70's hits sounded like TV commercial ads, one song he had that wasn't a hit (Riders To The Stars) was described as sounding like "an ad from United Airlines"

I remember watching a standup comedian play a few songs, that sounded alike, down to the chords. He played the same four chordes, and sung lines from six or so different songs, of whatever genre.
"Summer Nights" from Grease and "Like Me" from Teen Beach Movie sound fairly similar because Teen Beach was a kind of a style parody of 50's rock musicals and 60's beach movies.
And here's an obscure one:
"#MMMgorgeous" by CFO$ with Tyler Breeze and "Rotten to the Core" from Descendents. Both are not great vocals but sound strangely similar (and not in the way wrestling themes are supposed to be with real music.)
