my take...I had to move to the bay area (san mateo) in late 99 for 6 months. I drove my truck out and took maggie in the back (84 V65)
first week there, evening rush about 530 pm jumped 101 to head to mtn view to see some friends, and of course all 5-6 lanes clogged, so I tried it...and I have a number of decades under my belt. I recall laughing in my helmet that this was so psychotic. 20 years later with todays drivers? no way. not for me.
But, you are correct, there's a strategy to lane splitting that actually reduces the risk to riders. I've been doing it since 1976....maybe 1975, I dunno.

I had a friend that used to ride down the center of a lane or splitting.
With traffic stopped he was doing maybe 30 MPH and someone opened a door in front of him and he nearly died.
I never rode that way and considered it dangerous. Rode for 60 years. Disabled now and can no longer ride.

The "stagger" formation is used while under way, not when "lane-splitting."
For reference, it's 2 seconds behind the bike directly in front of you, and 1 second away from the bike to your right/left, that's also ahead of you. Make sense?
I’ve done lane splitting on the I5 going to Anaheim Supercross. Pretty spooky to me. And that stretch of Highway is rough. Zig zagging in and out of car traffic at 80 mph and coming up on dead stop jams, you gotta be on your game. I’d rather be in a car.

You're doin' it wrong...
Don't split when you're moving over 35mph. And move past the cages @ 5-10 mph faster than they're moving.
You split at 80, and you're gonna get the attention of "you-know-who..."
Year later and I moved to California now.
I actually haven't split as much as I thought I would. But my commutes are on off hours.
Anyway, the few times I have no one cares. People even part ways like the red sea. I even feel they look at me weird when I DONT split and choose to stay behind cars at a light. (30 second difference and not in a rush)
I don't mind lane-splitting as long as they don't mind my door swung open to pee when I'm stuck in a traffic jam..
And why on gods green earth would yoh open your door in the middle of a traffic jam?
