Hi guys, I have a friend who is finishing her high school in a European country and would like to move here permanently afterwards (she has an aunt here) and continue her studies (i.e. university). Since her intention is not to just stay here to study but hopefully become a citizen, is there any process that allows her to stay here as a permanent resident in the time being and not have to pay the foreign student's tuition rates? If it makes any difference, she'll be an adult by the time she finishes high school. Any links or advice would be greatly appreciated. Thanks

That depend on many factors; what is her country of cityzenship?
She can still apply for the permanent residency (which takes about 1 year for quebec if she is from certains countries or else it could takes up to 4 years...)

& in wich university will she study?
I can help because i am too an international student from europe (france) & planing on applying for the residency then the cityzenship so i can help
