I think we would feel much more at ease in Ontario.
The area that I've been looking at is South/North Glengarry. I just found out that there is a train that stops in Alexandria (in North Glengarry), both to and from Montreal. It's just about an hour on the train and times are quite reasonable. Plus, in my husband's line of work (SAP/IT Specialist), he has the option of working at home from time to time.

Your husband will work at SAP in Old Montreal? I think SAP pays for monthly transit passes of their employees. If they're willing to cover expensive Via Rail train tickets from Alexandria to Montreal, then Alexandria might be a decent option. The other choice would be to drive from Alexandria to Vaudreuil (about 40 mins) and take the commuter train downtown. That train takes exactly 1 hour to reach downtown. Add another 20 mins to actually get to work with bus/walk/metro connections and you're looking at a commute of 2 hours each way easy.
I used to work in Alexandria, ON and commute from the West Island. That took about an hour, but it's not same if you need to work downtown.
