This is not specific to any branch of the military you can easily get screwed when it comes to taking leave. It is definitely easier and faster to get things approved if you "know people" or are in admin. What others have said is right he should start asking questions.
Even if it gets approved it can always be cancelled at the last minute.
True - but it takes an act of the CO to disregard the chit. And your chain of command would really really have to truly hate you to disapprove a chit for no good reason.
One of the first things they set up is power, water, and telephone, if that's his homeport. So they don't have to run off the ship's reserves any longer.
You should be able to call and find out what's going on.

Call??? Ive never called him...there isnt even a number.
He always calls me from whereever/whatever he uses.
When in port ships do have a few phone lines but they are limited to official business most of the time. unless he actually worked in the office that had an outside line it would be very difficult to just call.
I was lucky, I was the supervisor for the telephone shop and of course we had to have 1 line for testing purposes lol
Speaking from experience As the sailor on the other end of the visit, you should take a well written card with you, spray your favorite perfume on it and give it to him after you leave. Hide it where he will find it, but he will open and read it, and smell you! Then on those lonely nights when he is missing you he will still be able to open the card and smell you. It sounds cheesy and it probably is, but it means alot when you are thousands of miles apart!
