This is an odd story:

Boat was out and about at 3am in the fog and hit a day marker causing 8 people to fall into the water. One person is dead. Drinking could have been involved. Is it common for a fairly large group of people to be out on a boat in Boston harbor at 3 am?

Definitely not uncommon. Also a very treacherous area at all times, let alone at night and in the fog. Another thing that is common is getting absolutely blasted and driving a boat around. Not saying that is the case for the operator here but kids on a boat at 3am aren't usually sober.

A few in CT are missing in the river. We've had a ton of rain and I wouldn't ever go in. More rain means more of a current. I think we might hit a multi year record for water based fatalities nationally this year.

Not uncommon at all. We’ve done some bar hopping by boat (not this year) or just some harbor cruising late/early (it’s unbelievably peaceful) and there’s a decent amount of traffic out there at all hours. I stay sober when doing this, but you can always tell who is drunk and/or unfamiliar with the area. Nobody should be operating at night at speeds that could do this type of damage upon impact with a stationary object. There are just way too many potential obstacles that you can’t see. Even a boater who knows the water well can’t predict floating debris that can do major damage. There’s zero chance alcohol and/or drugs weren’t involved.

I lost a friend in a similar accident in RI about 10 years ago. These are tragedies, but they are avoidable.

Boating is not exactly like a car. You can create a wake and it can have a impact on other boats. I don't know if there is a boating AAA. I've read that the CT river has more boaters now than ever before and I'd argue with people still not traveling outside that boats might be the next big thing. You take someone that's never been on a boat and put them in some rural area with little oversight and then add in some drinking and it's bound to create issues, it's just like people bringing in 4 wheels into cities.

Here is the state's response to the drowning spike. Well-intentioned, but will it reduce drownings?

Boston Herald 8/12/21: Massachusetts agencies are offering up funds to help more kids and adults learn how to swim, a public health issue that has been highlighted by a series of drownings across the state this year. Thursday’s announcement from the Baker administration came one day after a lifeguard pulled an 8-year-old boy from a Hyde Park pool. The Department of Conservation and Recreation lifeguard performed CPR on the boy, who was conscious and then began coughing. The boy was transported to a hospital for evaluation..."

"...The new Safe Water Initiative Massachusetts (SWIM) makes available $475,000 for nonprofit and private entities to apply for funding, so they can expand free beginner swim lessons to Massachusetts residents of all ages."
