Hi!
I will be moving in the next 6 months and my husband will be working in North Andover. We are looking for a town with a great school district, a little downtown that is close by, good access to highways, mom/baby groups, parks, safe, etc. We are looking to buy a single family home btw the price range of 400-450,000. Any suggestions would be greatly appreciated!

You might want to start in Andover and North Andover itself. Perhaps also North Reading and Reading.

Andover seems to have everything you're looking for. I'm not sure about the prices but it's more affordable there than closer to Boston.

You can get a really nice home in Burlington these days for $400k, and it's probably a 20 minute commute. The house I was raised in is worth $380k (low-end estimate according to Zillow) even in this economy, and it's on a half acre, 1800 sq ft, 6 bed 2 bath with a detached 3-car garage. I agree with the last person though, if you have that kind of money to invest, and you are working in North Andover as it is, you should definitely start in Andover itself.
