I 2nd the Sykesville/Eldersburg area for public schools, much less congestion and much better RE values than closer in to FM. Eastern Howard county tends to be pricey, especially for single family homes on anything other than small lots. Ellicott City and Columbia are very nice but high priced and congested, Southern Carroll County is <30 miles from FM and has lots more space.

From what I remember, the Severna Park area was beautiful, more of an affluent area, and closer to Annapolis. The Glen Burnie and Pasdena areas was more "working class", as we were, and there were more homes in the lower prices ranges. If the OP can afford Severna Park, then by all means.
