Or how about you consult with crime investigators about the processes of ferreting out what is real in faked suicides, for one example. A social worker charged with administrating one program does not necessarily have a total view and command of the larger system of many programs.

Anyway, I think almost certainly that the figure of 1/3rd given is misunderstood by you. I wouldn’t doubt for a second that 1/3rd of that worker’s clients might appear to be scammers. That said, any one social worker or program administrator is not seeing a full spectrum of homeless. Many homeless never seek program assistance. Many are not capable of seeking in their mental or altered states. Many homeless (remember 75% don’t remain homeless for long) are solving their own circumstances through various means and are too either embarrassed, humiliated, angry, impatient, or fearful of contacting authority for any reason.
Likely YOU are mistaking what the worker said.
