The gravel in front of the window must be deep enough for the rain water to seep down into as opposed to flooding the window. However looking at the plants, this might be in a desert-type climate which doesn't experience significant hard rainfall.

That appears to be an egress window that is necessary if you plan on using any part of the basement as living quarters in many parts of the country. Just as OBH stated they are built to drain into the gravel and below the window level at the bottom.

We collectively pay the set amount owed to the town per year, whether it is me or my neighbor. It combines into the amount that was voted upon based on budget needs - and that's why if you grieve and are successful, you pay less and your neighbors are responsible for the rest. So whether there are 10 improvements or 50, it doesn't matter to the town like you think it does. As for neighbors, sounds like they should be the ones that are welcoming of it, doesn't it? As if increasing their property values wasn't already a good thing.

I live in a colonial....if I count the attached garage as part of my basement, the footprint is the same as the ground level....so all equal sq. footage.
