You need a specialized inspector to properly inspect EIFS- it is not something regular home inspectors typically do. Apparently the only way to *really* know the condition is to do invasive testing.

Excuse my ignorance on the subject, but I'm assuming the way to tell real stucco from fucco is that fucco looks dirty, like it needs a good powerwashing? I'm house hunting and I want to avoid being fucced.
