What are the best deals for playing golf. Are there any special rates for residents and locals?

Almost all courses have Clark County rates, much better than retail. As I don't qualify for that yet, i tend toward the two Boulder City courses and Mountain Falls in Pahrump.

What don't you qualify for and why?

Best thing is to call the courses and ask what the local rate is. Most of the tee time web-sites don't have the local rates. Discount Golf Course Tee Times Nationwide - Book Tee Times Online - GolfNow.com will sometimes have a better deal, but I've found out the best way to get the best deals is to call.
Daylight savings kick in gear on the 14th so look for those twilight rates. I called Desert Pines yesterday and their weekday twilight rate (after 1pm) is $45 (not bad) its $55 on the weekend. Otherwise its $65 7 days a week for locals.

Can I just get a NV ID to qualify for local discounts? I don't reside full time in Vegas but I do own a condo there. Or is that taboo among full time residents?

Get your hands on a casino ID ....hopefully one without a picture ID. Look on ebay for something that will even resemble a casino ID. Courses give great discounts for casino employes. You can play Rhodes Ranch and Red Rock right now for $30...Or just join the E-club at Rhodes...great rates.
