In my opinion, it just seems like crimes are not that frequent when it's a bit colder. I mean, the frequency of crimes happening in cities that get nailed with snow are sure to be lower in the winter than they would in the summer. Even though Las Vegas has a milder climate during typical "winter" months, I wouldn't go by crime stats for the past 30 days only. Also, anywhere you move to, can be "safe" but around the corner could be questionable. I agree that some shopping centers are troublesome in areas of town, and I've chosen to drive a little further to shop where I feel safer. I go to the bank where there is an armed security guard outside near the outside ATM. You just need to be street smart. Don't be a single woman going shopping to Walmart at say Nellis and Lamb or wherever by yourself when it's dark.

Criminals are going to burglarize anywhere they choose. One area is not going to be 100% safer than another.

I thought that the mini-Wal-mart at Jones and Lake Mead was too ghetto. The store was fine, the employees nice, but there was a crime waiting to happen in the parking lot.

I've had good luck with www.walkscore.com. Find something with a score over 70.
