When I turned 16 I got a boat when all my friends were getting cars. I never had a problem getting around because everyone gave me rides, chipped in for gas for the boat and a little extra I used for slip fees. Once you got moving, the spray and wind provided all the Havasu evap cooling you would want.

My normal ac cooled the entire house (1600sqf) a whopping 2 degrees from 2pm to 8pm, from 80 to 78

Need some advice on swamp coolers pronto

How's the humidity inside the house? How does it feel?

Feels great. Keep in mind that the outside humidity is currently between 5 - 15 %, so even if it dumped a lot of moisture in the air, you're still sitting comfortably. Just have to make sure there's adequate ventilation so the warm moist air doesn't accumulate.

What kind of evap cooler do you have?

I want to know how much I need to spend to have one installed for a 1600sqf house, already has refrigerated ducted cooling

Bonaire Durango. You can pick it up at Home Depot for ~$450. Also need to pick up a connection to a hose bibb.

Sioux Chief 3/4 in. x 1/4 in. Lead-Free Brass MGH x FIP Adapter-937-793002299 - The Home Depot

plus 1/4" OD tubing to connect from the adapter to the water intake, and you're in business. There's also a kit that you can pick up. Look for "evaporative cooler sillcock with 1/8" tap" in the store.

Also, if you want to pipe the drain away from the house, look into this:
3/4 in. Slip x FHT PVC Hose Fitting-53360 - The Home Depot

It attaches to the threaded drain connection, and allows you to attach PVC pipe, so you can send it pretty much wherever you want, as long as its downhill. You can also just hook up a garden hose, but I find a hose is too floppy, and you get low spots, preventing the water from actually draining.
