If the tenant can go and bi,,,h at a housing association meeting, I see no reason why the can't pay the dues

If the utility bills are not paid, sometimes a lien can be placed on the home even if the bill was in the tenants name. You can forward the bills to the tenants and monitor when the utility payments are posted.
Sometimes you can get a master account on utilities where the account is billed to the tenant's name, but you can still monitor the account and verify the tenants are paying. If they are late paying it, you can then contact the tenant to remind them about paying the bill or start evicting them if they don't pay.

The landlord should just include the cost of HOA dues in the amount they cover with the base rent they choose to charge. The HOA does not need to allow renters in their meeting and if they do, it isn't based on whether the check comes from them. The owner of the property is responsible for HOA dues, period.

Parsing out the HOA separately from the rent looks sleazy. It would be a red flag to me because it looks like the landlord is trying to trick potential tenants by advertising a rent dollar amount not including HOA fees. Is the landlord a scam artist for trying to shift their responsibility to the renter under the pretense of lower rent or just too lazy to set up automatic payment to the HOA?
Renters are not going to expect to be billed for anything else other than utility usage.
