Don't you mean you need a bricklayer? What's an engineer going to do for you? A good block mason can do that in day or less, and he won't need no stinkin engineer batches ...or plans for only two additional courses. But what you will need, if you have one, is your HOA's approval. And if there is a street behind the wall, you'll need city approval. If it's between you and a neighbor, I think all you need, to keep the peace, is to warn the neighbor you plan to do it ...but I'd call the city about it anyway just to be sure.

He needs a building permit to build the fence, and a civil engineer has to sign off on the building permit, DUH.

Hoa approved w/ permit and plans
No street behind wall backs up to park

Yes will need a bricklayer also (any opinions)

You might do what we did - no permit required - put up latice for privacy. Needs to be done by someone that knows how to anchor to block wall so that wind will not take it down. Saved us alot of time and money. They do that alot in Calif. which is where we saw these fences.
Good luck

He's not installing a new fence, he's only raising one that has already been approved and permitted. If you hire a licensed contractor, he will know what you need and provide it. I'd be willing to bet every last dime of Mediocre's money that you don't need to hire a separate building engineer. There are jillions of walls in this town that were raised after the original construction by owners who did not bother with permits. Since it backs on to a park, I imagine you'll need one, but the contractor should know how to handle it. Raising a wall ain't rocket surgery.
