Here in VA close to Pentagon we have not just regular Police cars on the street
but Pentagon Police as well - so it was very quiet and safe 24/7

Yes it is USUALLY quiet after 10. There maybe a few days out of the month they are running training exercises late in the evening. But overall Nellis AFB is pretty considerate when it comes to flying hours.
