I would propose the city cracking a deal with the state - sales tax free zone inside the downtown loop "Moat" and no 1% income tax for the people who live or actively work there. "Free trade zone." Surely the current revenues generated there are minuscule and easily forgo-able. The retail build up would add other tax sources, such as property tax which will help rebuild property values.


Philadelphia has tried adding retail in downtown for-ev-er. With the exception of KOP, Delaware doesn't have sales tax and just murders the region on retail sales.
