The ironic thing about this test is once you begin to work and pay taxes people on assistance who receive money monthly (not all) get there pay checks without any test.
I say if you want free government money stand in line and take the test also. Plus if it's an ongoing income the test should be a qualifier

Hmm, I wonder if the aspect of taking it for a law enforcement job could make a difference. Still, I would not worry either. I've researched standard drug tests employers use and they do not include testing for alcohol.
Haha. I actually did this one night before a known drug test. I had about 3 glasses of wine before having an oh crap moment.
Then I reasoned with myself. Most drug screens are for the hard drugs. Not very many companies will pay good money for a pre-employment screen for alcohol. Why do they care if you had a few drinks the night before?
It worked out for me in the end. But I'll never do that again, just in case!

well it would take a huge amount of money and manpower to administer drug tests so I'm really not sure what the savings would be Do you have any idea how expensive that would be

I would think the savings would be huge if drug addicts and alcoholics would then be denied all government handouts.
As for the OP's question, I would hope that the tests for alcohol are to pick up only levels that indicate abuse of alcohol -- alcohol is still legal and for most people 3 beers in one evening doesn't mean anything at all. Some OTC medicines have far worse in them.
