New Scam: "Applicants: bring $10.00 for your background check!" (employees, applying)

I've seen so far two ads (only on Craigslist so far) where a legitimate business/staffing agency is asking applicants to bring in $10.00 for them to run a background check on applicants! How despicable! They are now passing the cost of doing business on applicants and in a sneaky way, making money along the way. Have you all come accross this lately?
I've not seen it, but it's ridiculous for several reasons. For one, background checks are the cost of doing business. Should I also bring $5 to chip in for the phone bill? For another, I'm sure it costs a LOT more than $10 to run a background check!
There are a lot of customer service contract jobs from home that do this. Contract jobs use all kinds of excuses to make you pay for stupid stuff because you are "self-employed" and people are desperate enough for jobs that they will do it. I had one that made me pay for my payroll processing, like $40 a month. WTF, man? I didn't stay with them very long! I don't think I've ever heard of a non-contract job requiring upfront money for a background check, though.

This is actually a return to the good old days that the Koch brothers dream of. Back in the 19th and early 20th century this kind of BS was the norm. You have to pay for your shovel, your uniform, the coal for the hauler, etc. They're just updating it for modern times. I wouldn't be surprised if companies start charging employees for cube space, electricity, and phone/internet access.

Ok that make a bit more sense. A couple of year back my wife was looking for work and at home call center agent was mentioned by Clark Howard. Coming from him it's a legit company not a scam. It's ironic just the same, those least able to pay have to pay for their own background check.
At least it's a pass through cost. When I was looking at renting a propt mngt. company wanted to charge $200 that's a money making scam if I have ever seen one.
They're not running their scam right. A criminal record check is 35. here, and up.
