With the unfortunate effect of creating a dead donut zone around the whole central city. Take a look at Washington Street both directions, Madison until 465 and Keystone to about 56th. There are whole pockets of deteriorating business and residential where the suburban folks just rush past in the desire to get in and get out of town each day.

And yet, there is a lot of potential. IPS is probably our biggest issue, even more than crime. Until schooling improves, the central city will be for those who mostly (not all) dont have kids or have schooling arranged outside of IPS.

Sprall has found all four sides of Indy. It is not just the southside.

Note there are a few bright spots. Irvington area for one. But it is hard work.
