It looks like Beltway 8 is finally going to be completed from east of 59 to south of 90A. I have heard rumors of this for a long time, but we just bought a house in Lakeshore (little north of Summerwood) and have noticed alot of surveyors out on Sam Houston Parkway by Fall Creek and a lot of wooden stakes going into the ground. According to the website below, some of the stimulus money is going towards kick-starting the constuction:

I am excited that this is finally taking place as it will mean less stopping at traffic lights AND finally some connector ramps to and from 59.

According to Harris County Toll Road Authority, expected completion is spring 2011.

It's slated to be finished in 2013 or so. They started the surveying several months ago. And they are getting piping, etc to the bridges.

The stimulus really had nothing to do w/ this project, it has been on the books for quite a while and work began before the presidential campaign even started. Looks like they tried to give the stimulus credit for it though.
