I'd say Champion Forest, there are still a ton of kids in that neighborhood. Heck there is an elementary school smack dab in the middle of it. Same with Memorial Northwest except maybe even more so, as the slightly lower house prices (yet large family homes) attract younger families. Memorial Northwest has an elementary AND Jr. high in it it the excellent Klein school district, and all go to Klein High (a tier 1 school in Houston).

My wife and I live in the area. She commutes downtown using the Kuyukendahl Park and Ride and its 45 minutes to an hour door to door.
