Here is what I saw in the below link

https://signup.greenmountain.com/fil...1880e10a08.pdf

The prices include TDSP charges for the delivery of electricity. Average prices per kWh listed above do not
include facility relocation fees ordered by a municipality or other charges that apply only in part of a TDSP
service area. See Section 5 of your Terms of Service for more information. The per kWh rates is as follows:
CenterPoint Energy - $0.090000 for the months May-Oct and $0.090000 for the months Nov-Apr. The
monthly base charge is $5.95. As of the Issue Date of this EFL, the PUC- approved TDSP advanced metering
charge for CenterPoint Energy is $3.05/month. Applicable taxes and other charges may also apply.

--------------------

The problem is I do not see these charges in other companies. Anybody can elaborate on this?

I looked at this company and it is not included

The concept is called "bundling". Essentially, this involves combining the energy charges and TDSP charges into one rate per KWh of usage. Retail providers will forecast future TDSP charges and bundle them with their other charges (energy, fees, etc.) so they provide one total rate.

This has become less common over the years. You are probably used to seeing providers include TDSP charges separately. Either way is perfectly legal. By separating the TDSP charges, your provider can simply pass them through on your bill.

I believe Direct Energy used to bundle this fee into one rate but now they have started to break it out.

I actually had an issue with it skyrocketing one month and had to call around because direct energy said they just pass through the cost and centerpoint said the electricity providers break it up and bill it somehow to their customers. Finally, I was able to find someone at direct energy who passed elementary grade level math and understood things didn't look right.
