Do you have house plants? They could be coming from the soil. If so, google how to get rid of gnats and it will tell you what to do.

No house plants. I've tried a lot of different things that I read online to get rid of them but nothing really seemed to work. I think I originally got them because I threw a banana peel in the trash can and should have tossed the bag the same day. But I no longer buy bananas anymore. It gets very frustrating because those gnats are so gross.

this^^. They lay in your flower bed soil and lawn as white grub worms with heads that look similar to adult june bugs. They have lawn treatments for you to spray the yard with that may help cut down the population. Maybe get your neighbors on board with the lawn treatments to have a greater effect on the pests. I don't like them either but there are worse things flying around to me like the mosquitoes and I hate love bugs.

Someone told me that she had a really bad gnat problem in her apartment, and the maintenance man told her to put bleach in her garbage disposal every week to clean it out. It seemed to fix the problem. Perhaps you could try that.
