Being from Michigan, my first thought, it would freeze outside.
All I have seen are in or under the house.

In some higher end new construction the plumbing system is tailored for a system and a place left for installation.
Access to the water supply and a secure location is needed; I would think out of the weather is better.
One negative would be the additional noise during the recharge cycle. We have a water softener in our garage, and it can get loud when recharging the resin. Since most water softeners recharge at night, the additional noise might wake you up.
Cold weather, freezing outside -- install softener inside house
Warm weather, no danger of freeze -- install outside house.
Just like in California I have seen funaces/water heaters installed outside the house. You would never do that in Michigan, or in Cincinnati (where I live now)..
Around here it would be unheard of to have the water softener outside. Most people have them in the basement, usually in the mechanical room with the furnace, water heater, etc.
