They have. Its now a federal offense to pass an animal off as a service animal.
They are still working on the penalty, but it looks like it will be a $2,500 fine for the first offense. The airlines are also waiting for the final guidelines but the draft requires that the animal confrom to the same ADA guidelines which means proof. When it goes into effect, airlines can now ask for proof (something they couldn't before) and deny boarding (or call the airport cops) if you can't produce proof. If the animal turns out not to be a real service animal, you will be charged under the federal law.
The law overrides any state laws that grant service animal status to comfort type animals that are not trained when your in an airport.
i said this before, everything the airlines have done to limit or restrict animal travel is because of people screwing it up.
