Ok, so I just moved to the Northend of VB and I am looking for cafe/resturant that offers free wifi, it can be in VB or Norfolk

I haven't personally checked it out yet, but I was told that Daily Grind in Town Center has free wifi. I think Keagans (in Town Center, not sure about Red Mill Commons) has free wifi too.

I knew there was more, so I googled it. I found this website with a list of places around Va Beach with free wifi. Don't know how reliable the info is, but it's a starting point for sure.

There is also Panera near Town Center. Also, the food court in Pembroke Mall offers it.
