If you do decide to go outside of Norfolk, the Great Bridge area of Chesapeake and the Kempsville area of Virginia Beach have good elementary schools and have reasonable commutes to downtown Norfolk near EVMS. Traffic can get kind of bad at certain times so that is something to consider. Houses in these areas don't have a lot of character but the areas are safe, kid friendly, and have pretty good schools like Fairfield elementary (for example).

Save yourself some money & your sanity & avoid Norfolk as if it were the plague. VB or Chesapeake are so much nicer.
The city of Norfolk can't seem to get their act together. Poor schools, higher property taxes horrible race relations. A municipal government that is clueless when comes to accountabillity on missing monies or who's really in charge of running the show. It's a powder keg just waiting to blow.

Funny, I used to have the same judgment about Norfolk when I lived in VB before moving to Ghent.

I actually really liked the area that I lived in Norfolk. There are obviously locations I would stay away from but personally, I think the Ghent area has a lot of charm to it. As long as you were familiar with your surroundings, it turned out to be a really cool place to live.

Norfolk may have it's issues but VB is by no means the idealistic location. I grew up in VB, I know.

I guess it's just all about personal preference though and what we deem as a comfortable environment. I can respect that.
