Try Cookeville, Tennessee. Small town (30,000) with an excellent school system with open enrollment, meaning your kids can go to any school they want, whichever is best for them. It's an hour east of the Nashville airport. Beautiful countryside, low cost of living, very family-friendly, low crime, and mild winters.
Tennessee has a very low tax burden, much lower than Maryland's.
It's a college town, but it's
not a party school. Having a university in town helps have more restaurants, shopping, concerts, plays, stuff like that. It's got several museums including a children's museum and a train museum.
