I would actually say that San Antonio and San Diego would be fairly friendly, The Northeast is busy, and most people(according to the poll on rudest region which you may want to dig up) would think that the Northeast is one the worst places to go in term of politeness.
I would look more for cities with lots of French though.

Thumbs up Raleigh, North Carolina

May I suggest Raleigh, North Carolina? It is a friendly but busy city and not a very large one...unless you rate large by the amount of traffic at rush hour..and I always feel good visiting up there from the countryside.

Of course everyone else will have their own opinions and there are lots of friendly places in The U.S. so if you have to select one city....good luck!!!

the closest I ever got to France was Montreal, Canada.....and some of the friendliest people in North America live right there!

Good luck when you visit here and Bienvenue to you.
