Jersey City. Being a city of 250,000 and not being the core city of the area, yea it has a pretty freaking awesome skyline
no offense but thats cheating, thats like saying Cambridge, MA has a great skyline, its better than most 100,000+/- 10,000 but thats ONLY because of the Major city's Central buisness district across the river.
Des Moines does have a terrific skyline for a city of only 200K. The network of skywalks downtown make it that much better. The year I spent there was really enjoyable.

Cambridge has some great views of Boston but it's skyline is not that great. JC has a very impressive skyline of its own. Actually as a stand alone it might be a top 15 or so in the country without any of NYC
I do love the views from Cambridge there is a conferance I have been in many times at Genzyme that has spectacular views back on to the city; very distracting for me...
