is woodlawn village appartments safe for a family with a little kid? the price seems reasonable

or any other advice ?

I can't speak specifically to the conditions of that apartment complex. It is along Key Parkway which is regarded as kind of an apartment-laden, somewhat crowded strip behind a declining retail corridor (the "Golden Mile"/W. Patrick Street/US-40). Frederick is not a particularly crime-ridden city but Key Parkway tends to have a bit higher level of crime then other parts of the city. It's all relative; compared to a large city it not that dangerous but for Frederick it is pretty bad. Last year there was a shooting around a bus stop in the area and a 7-year old was almost hit. Not what I would regard as safe.

Frederick is not a crime ridden city, like Steelers10 said, but Key Parkway has some shady characters. If it were me......I'd look somewhere else. Just an opinion.

Look at Ballenger Creek area. I pay $770 including utilities for 1 BR and it's super nice around here.

which apartment complex is it? everything I see on apartment websites is 1000 plus, not including utilities
