I'm working with a photography company and they're offering makeup. As a dark-skinned Black man in my 30s is this necessary? Is this the norm?

Maybe. Do they have experience doing make up for dark skinned people? If not, I'd skip it.

A little powder to eliminate shine is probably all you need. Or they may be able to even out skin tone with some foundation if that's an issue. But if they offer photo editing, you may not even need that.

I’ve never heard of that for men for photographs. Stage and film, yes.

For photographs even an amateur with the right version of Lightroom can do most of that after the shoot.

You said, "they're offering makeup." You did not state that make up is an option they provide. I read those as completely different situations. If it is your concern just ask!
