I heartily agree with Virlmd, and only have two things to add from my own training -- possibly it was over kill:
I started taking mine out every 15 mins at first; even if he didn't go each time, I figured it got him used to the concept.
When he did start going, I would croon: "Potty, potty, potty" (for #1), and "Biz, biz, biz" (for #2). The second he started to FINISH (returning to normal stance) I would then, in Virlmd's words, HAVE a PARTY, saying "GOOD Potty," or "Good Biz".
At least in my small mind, this taught him the vocabulary, and when he'd only done half of the routine, he would understand that there was still the other half. (I knew in later times I would have to leave him alone for longer periods, and wanted to make sure he was ready to be in the house for longer periods.)
