Right, the sidewalk belongs to the public. I walk my dogs using the sidewalk and I don't want to encounter any loose dogs, I also don't want to be forced to walk out into the street because someone parked over the sidewalk (also illegal).

The sidewalk is a public right-of-way and your dogs can't be on it unleashed. I would not push it with this lady or the police, in my city, after a few warnings and fines, they take your dog, so it's not worth breaking the leash law.

A agree put the babies up for their safety and yours. I would never allow my dogs to constantly badger someone, public or private property. Your dogs, your responsibility.
